Public Sector Decarbonisation Scheme

Driving energy efficiency and reducing carbon emissions in public buildings

The Public Sector Decarbonisation Scheme is a government grant scheme administered by Salix Finance on behalf of the Department for Energy Security and Net Zero. Its aim is to support public sector bodies fund heat decarbonisation and energy efficiency measures.

The scheme is part of the wider strategy to reduce carbon emissions from public sector buildings and accelerate net zero targets.

Eligibility for each new round of the scheme changes, meaning it is crucial to understand the complexities of the application criteria and to make a new application for each new phase of funding.

Phase 4 will make funding available for buildings served by a fossil fuel heating plant at the end of its useful life, which is generally 10 years or older.

Understanding how to calculate the necessary grant carbon cost for your application can be complex. Our in-house team are fully versed in the complexities of government funding schemes and can collate your energy data, complete the necessary calculations, and provide you with all the detail and information you need to submit a thorough and comprehensive application on the Salix portal.  If you are successful in achieving funding we can tender, project manage and fully implement the necessary works, with our consultancy fees eligible to be reclaimed.

  • Applicants must have budget available to contribute to project costs

  • Applications will only be considered for sites with end-of-life boilers

  • Applicants must have a Heat Decarbonisation Plan

Non-half-hourly meter exchanges

New regulation is coming into force which means that every organisation’s electricity will need to be settled on a half-hourly basis. By October 2026 all electricity meters will need to be half-hourly. Don’t get left behind. If your meter is one of the circa 30 million affected by the regulation, it will need to be upgraded.
