As part of  Streamlined Energy and Carbon Reporting, organisations are required to disclose energy use relating to electricity, gas and transport fuel consumption, along with associated emissions data and energy efficiency actions undertaken during the reporting period.

Who needs to comply?

SECR is mandatory for large organisations that meet two or more of the following criteria:

  • turnover of £36 million or more
  • balance sheet total of £18 million or more
  • 250 or more employees

Qualifying organisations must disclose, as a minimum, their energy consumption and emissions relating to electricity, gas and fuel used in company-operated or grey fleet vehicles across the UK and offshore areas within their public Directors’ Report.

Limited Liability Partnerships (LLPs) are required to disclose this information within an Energy and Carbon Report.

For organisations with complex estates, multiple sites or high operational energy use, managing SECR reporting accurately can become resource-intensive without the right expertise and supporting processes.

Quoted companies of any size that are required to prepare a Directors’ Report under the updated Directors’ and LLP reporting regulations introduced in 2018 must comply with SECR.
This includes organisations listed on:

  • the London Stock Exchange
  • the New York Stock Exchange
  •  NASDAQ
  • regulated markets within the European Economic Area (EEA)

Unquoted companies incorporated in the UK that are required to prepare a Directors’ Report and are classified as “large” under the updated regulations are also required to comply with Streamlined Energy and Carbon Reporting.

Large LLPs are similarly required to disclose energy and emissions information within their Energy and Carbon Report.

Low energy users are exempt from disclosing detailed energy and carbon information under SECR.

A low energy user is defined as an organisation that consumes 40,000 kWh or less during the reporting period.
